Settlement status is only obtained once the person qualifies
In most cases settlement is obtained once the person has resided in the UK for 5 years but in some applications settlement can be applied for just after two years

Once settlement status has been obtained, you then can apply for naturalisation within the agreed period

You can obtain settlement status in many ways, this page will cover various routes open to you and they include working under the points based system, sponsored by a UK settled person,
UK ancestry visa, retired person, bereavement, been in the HM Forces, discretionary leave, granted asylum, private life, long residence and EEA approval certificates to name a few

Settlement Guidelines

What are the general conditions when you apply for settlement status and what are the areas I could get refused on?

You must first hold the right Home Office document to be able to apply for settlement.

Unless you are exempt, you must provide B1 Level of English, provide a valid Life in the UK Test certificate, proof you do not have a criminal record in the UK or any country overseas, provided false or incomplete information in a previous application to the Home Office and broken any UK immigration laws. 

If you meet these guidelines, then we need to look at your history since you entered the UK. 

Depending on what visa you first obtained that leads to settlement status, we will verify with you that your circumstances haven't changed. Example could be you changed tier 2 employers or you're applying under the 10 year long residence rule and you have held a number of different visas so we need to make sure all your documents are in order.

EEA Permanent Residency (PR)

Are the PR rules different if I am married to a British national to other UK settled family members?

If you are married to a British national and your PR has been approved and you have lived in the UK for 6 years or more, you can apply for naturalisation immediately and do not have to wait to wait 12 months which other EEA nationals have to do. If the EEA national obtains settlement because their partner is a not a British national, that EEA national has to hold the PR for 12 months, only then can apply for naturalisation.

Why does the Home Office refuse EEA PR applications?
The Home Office will refuse a EEA PR application if you do not submit your original passport or national identity card and, if you cannot prove you are a job seeker, worker, self-employed, self-sufficient or student.

Other reason why it can be refused is explaining long absences from the UK, not signing the application form and paying the correct fee.

Applying for Naturalisation

Are the PR rules different if I am married to a British national to other UK settled family members?

If the EEA national obtains settlement because their partner is a not a British national, that EEA national has to hold the PR for 12 months, only then can apply for naturalisation.

If you meet the criteria for naturalisation regardless if you are an EEA national, direct or extended family member, you can apply.

To be able to apply for naturalisation, you need to be:
18 or over, you do not have a serious or recent criminal record (good character), and you have not tried to deceive the Home Office or been involved in immigration offences in the last 10 years, you will continue to live in the UK, you meet the knowledge of English and life in the UK requirements and you meet the residency requirement.
